I am renting a property where the windows are painted shut in every room, there is only one small top opening windows in each room. Is this legal?
ANSWER 1:
Sadly, yes. It is legal.
Your best bet would be to let the Landlord know that you plan to remove the paint off the windows to allow them to be opened, helping to increase the ventilation in the property. Take photo's before you do the work, get them dated and signed by an independent witness to act as proof as to their condition. No landlord in his right mind will complain about this.

I initially started this website because I wanted to document my every step from property idiot to property landlord,
in hope that people would find my site and help me along the way. I literally didn't have a clue about being a landlord
when I started this website.
