Q1:

There is currently no plumbing installed for a washing machine, whose responsible is it to have it installed, the landlords or the tenants?

ANSWER 1: Unless the landlord agreed to install the plumbing before you moved in, it is your responsibility, as the tenant, to get the fittings installed. Having plumbing for a washing machine is not a legal requirement. So if it didn't originally come with the correct plumbing and if it wasn't advertised as having the plumbing in place, it becomes the tenant's responsibility. But be careful, you should ask the landlord's permission before installing any plumbing, as he/she has the right to refuse.

Q2:

My toilet is blocked, who is responsible, Landlord or Tenant?

ANSWER 1: It depends. If the Landlord can reasonably prove that the toilet is blocked due to either your negligence or through a deliberate act as a tenant, then you would be liable. If it is blocked because a pipe broke or through any other reason that is not the tenant's fault, then it would be the Landlord's responsibility. In most cases, if the toilet is blocked, its' probably because too much was flushed down in one go, so it would normally be ruled that it would be the tenant's responsibility.

Q3:

My landlord has failed to fix the shower for more than 2-3 month, do I have the right to take the matter into court and ask for compensation?

ANSWER 1: You do have the right. However, there is a 'pre action protocol' you need to comply with first (do a search in google). You can also, provided you follow the proper procedure, get the work done yourself and set off from your rent. However, it's best to seek legal advice in this situation.
