In Cardiff you can have them removed upto 1 year later.

The only way it will affect the value of your home is if it is a large house or has a large family moving in as they wont be impressed with the water bills. I had one installed in one of my rentals and had it removed after the first bill. Huge difference in cost. 

If OAP or single person great - any more and IMHO a huge disadvantage.

 I was under the impresion that I had 12 months to decide and not informed before hand of this technicality.
I have been informed that they can effect the value of you home. How much effect is it likely to have.
